Усовершенствованная версия игры в виртуальную жизнь. Здесь можно создавать новых героев и контролировать их поведение. Все поступки, разговоры и даже мысли будет решать игрок. Чтобы этим людям было место жить, нужно построить дома, кафе, места для развлечений, рабочие офисы и многое другое. Оформление, расположение и график работы этих мест выбирает сам игрок. Для удобства расположены новейшие инструменты. Можно пользоваться подсказками и помощью других, чтобы быстрее возвести город своей мечты.

Для достижения цели и получения очков, нужно выполнять указания. От выбора того или иного варианта действий будет меняться вся обстановка вокруг. В игре все персонажи выглядят очень реалистичными. Их движения стали боле свободными и настоящими. Можно подбирать внешность и характеры людей на свой вкус. Эмоции так же контролируются. Есть всего 15 эмоциональных состояний этих людей. Они напрямую зависят от обстановки, в которой они находятся в данный момент. Все как в жизни, только это игра.
